Maybe Rock Lee is not as strong as they painted him in the beginning, he’s struggling too much. But it’s no wonder if he only has hand-to-hand combat, no jutsu techniques.
Finally, Sakura decides to try and help Rock Lee. To no avail, though. Does nothing, gets almost captured, and ends up cutting her hair.
The small backstory with Ino, preparing the ground for them to help out no question.
